Research On The Whole Process Integration Social Assessment Of Engineering Project Based On Sustainable Development View

Engineering project is one of the necessary approaches pushing social comprehensive development. It has been a question for long how to make the construction of engineering project become more scientific and rational. Project appraisal just provides a benchmark for this question.As the development concept evolves, the focus of project appraisal is ever changing.Under the current master circumstance of sustainable development view, it has been realized that social comprehensive development shall only be fulfilled in the principle of"human-centerness"and"sustainable development". Hence, such a development concept requires social assessment (SA) should be introduced in engineering project so as to completely weight up the project profit and impact. SA is gaining more attention, however, it has not been formed a relatively theoretical and complete system for project social assessment due to abroad involvements of different social sides and multi-layers of social factors. Based on the theory of sustainable development, this thesis gives a study on theory and method of engineering project by combined means of academic analysis and demonstration illustration.The content of the thesis is mainly as follow:1. It analyzes and comments on the history of project social assessment from three angels: the polestar of project appraisal, development process of the practice on SA, and existing study status of SA.2. Based on sustainable development view, it puts forward a whole process integrated SA model and works out a SA framework for engineering project, combing systematic theory and project administration theory.3. It makes analysis on different characteristics of SA in all phases of engineering projects, summarizes and analyzes possible social problems incurred by the engineering project and sets up corresponding SA index systems for decision-making phase, construction phase, and using phase of the project. 4. By analysis of ambiguity and hard-quantitative feature of SA in engineering project, it points out that a combined analysis shall be made in a qualitative as well as quantitative way during the engineering project social assessment, and evaluation shall be carried out by means of Matrix Analysis and Fuzzy Comprehensive Evaluation (FCE).5. Tianjin Luan River Water Resources Protection Project is selected as a demonstration to test the scientific feature and effectiveness of appraisal index and appraisal method.
