China High-Speed Railway as the representative of the China’s railway, not only a important link between China’s construction and the "Along the way" strategic idea, but also a business card of China’s High-speed Railway "Going Global". Because of China’s High-Speed Railway operate a short period, a large number of High-Speed rail lines running, professional High-Speed Railway construction problems and large span among the country,bringto High-Speed Railway construction more hidden hazard.At present, the shortage of China’s technological level of safety management, the idea behind contempt prior management, attention to post-processing, to focus on the safety indicators, focusing on system operation phase, but also in security management research is lagging behind, in advance systematic, scientific way to prevent a lack of management process. Emerge in endlessly, the safety of the high-speed railway accident to the state, society and people have brought great damage and loss. Accidents do not conducive to the long-term health development of railway, is unfavorable to the development requirements of the current harmonious society.This paper describes the safety evaluation of current research, and then expounded the theory and evaluation method of safety assessment, and the risk management process is introduced to study the safety assessment of basic method and application in China’s high-speed railway calculation model of safety evaluation.In this paper, based on high speed rail safety assessment, according to the analysis of the risk factors and principles of index selection, preliminary determine high-speed railway risk evaluation index. Consultant, modified primary index, the safety evaluation index system of the high-speed railway.In Beijing-Tianjin Intercity Railwayextension line as background, integrated use of research, brain storm and other means, combining system engineering theory, and summarized in an independent study on the basis of the railway safety assessment and management methods and systems have been studied, we have been the following main results and conclusions:This article focuses on the high-speed railway is suitable for evaluation of safety assessment model to reduce transportation risk, risk assessment and the process has certain reference value. According to high-speed rail safety evaluation system to determine the evaluation AHP weights, the establishment of risk assessment model based on fuzzy Mathematics comprehensive. Assess Beijing-Tianjin Intercity Railwayextension line risk level with model, through analysis and evaluation results, proposed recommendations to reduce system risk.
