Since1980's,the behavior of enterprises-universities-researches cooperation have become the main model of technological innovation in the world, especially for high technology, have become the mature experience of the combination between the present economic and science-technology in the developed countries. Since the project of E-U-R cooperation implemented in 1992 by national economic & trade committee, national educational commission and the Chinese Academy of Sciences ,the E-U-R cooperation has developed rapidly ,and played important role in the development of the economy and science-technology. Thus, it is significant that reinforcing the study of this cooperation, for our country's E-U-R cooperation development work, especially the study of cooperative model and the study of the politic design.This paper,firstly,introduced the Connotation of E-U-R cooperation, described the basic theory of E-U-R cooperation. then, Analysis the mode and Policy of E-U-R cooperation in abroad or foreign region, Meanwhile, aggregate the Development trends and characteristics of our country's E-U-R cooperation. Secondly, On the basic of existing research about mode classification of E-U-R cooperation, combine high school in Xinjiang in the aspects of producing to learn to grind to cooperate of actual, high school in Xinjiang in the research result conversion, product and technical developments and produce to learn to grind the cooperation to induce appliedly serves to consult with the mode, technique to turn to let with technique for the technique the mode, cooperation development mode, set up the entity mode, school to do the industry mode, the university science and technology park totally of the mode six greatest modes, detailed analyzed the influence factor, merit and shortcoming of the manifestation, characteristic, implement of a mode and open the exhibition circumstance in Xinjiang, return for a mode chose the typical model with meticulous care of case example.On the basis of classifying study and in order to choose the best cooperative mode for the E-U-R cooperation, this paper takes universities and scientific research institutions as a subject, and the enterprises as another, to study the criteria for the cooperative mode from a different aspect. finally, According to the current situation of E-U-R cooperation in Xinjiang 's high schools, Give targeted and possibilitic suggestion for the government and high school respectively.
