County region economy is the important base of Chinese national economy, and has an important influence on constructing the society with comfortable standard of living. It has become the common understanding of our society. In the report of the 16th conference of our party, had not only put forward the concept of"County region economy" clearly, but also had sent the call of "develop county region economy" brightly. Since the reform and open policy, our province county region economy has obtained a bigger development, but compares with nearby developed province, our province county region economy fall behind regardless of scale, speed or structure. Many counties faced restrictions about resources, market, talent, idea and so on in the process of developing economy. Very many county leaderships want develop economy urgently, and the courage is worth praising, but in superiority judgment, industrial localization, policy formulation, synthesis management aspects and so on, they still faced many difficulties. Under such background, this article tries to proposed economy development path and the general research mode in undevelopment counties of our province, scientifically replied under the new environment, how walks new development path, how optimizes the industrial structure, how solves the county enterprise's finance difficultly and other questions.This article first introduced the characteristic about county economy detailedly and owed the developing counties in Anhui Province according to the certain targets. In recent years, although our province county region economy has obtained a bigger development, there are many problems such as: the small scale economy, backward infrastructure, the unreasonable industrial structure, low person income, the financial difficulty and so on. Then, in view of the unreasonable industrial structure, the agricultural output occupies a bigger share in GDP, the industrialization is promoted slowly, the cities level is low and finances difficultly and other characteristics, the author summarized many measures to develop the county region economy: advances the industrialization Vigorously, Scientific plan, reasonable layout, increase county region's financial revenue and other Measures.Presently, the Anhui Province economy is facing the rare development opportunity: The international and domestic industry shift step speeds up, the national promotes the middle area to rise up as well as the construction of socialism new countryside and so on. Our province must speed up the change from the traditional county region economy that depends on the village, agricultural and the rural economy to the modern county region economy that depends on county towns, center towns, the non-agricultural economy and the three industries develop coordinately.Because the county region economics institute involves many aspects as well as various counties situation of our province is different, the author selected a developing County -Susong County as the model for analysis. Susong county represents Anhui Province's developing County, has general characteristics of developing counties: The economic output is small, the agricultural output occupies a bigger share in GDP, the industrial foundation is weak, the county and town's finance gap is big, the resources is used unabundantly, the thought is liberated insufficiently, people's consciousness of starts an undertaking is not thick and so on. According to the analysis, author proposed several measures to the Susong county region economy development: First, promotes the agricultural industrialization steadily. Using the resource superiority of this county, choice appropriate project, cultivate main enterprises. Second, implements the industrialization vigorously. The key point is constructs the consummate financial service system, solves the enterprise's financing difficult problem of this county. Fourth, first plans, then layouts reasonably, develops the County region economy from the overall situation. Fifth, builds good development environment for County region economy.
