The Study On County Economy Competitiveness Of The Top 10 Counties Of Sichuan Province

The county economy is a regional economy which has regional characteristic and self-contained function, its main body is the traditional agricultural economy and the unenlightened rural economy. County acts as a significant component in the whole national economy and makes substantial contribution to the development of national economy. The rapid development of county economy is the key to eliminate dualistic configuration between town and village and to solve problem of "agriculture, farmer, and country" and to realize industrialization, modernization of our nation. The sixteenth national congress called the development of county economy. As a important part of economy in Sichuan province, the development level of county economy is collected to the prosperity and stabilization of whole province. In recent years, the total quantity and competitiveness of county economy in Sichuan is on the increase. However, in general, most of county economy in Sichuan are traditional farming or stocking-raising period, developing slowly and existing a large distance compared with developed region. Therefore, how to develop county economy and to accelerate the modernization of the Sichuan's economy is an urgent and serious problem. The top 10 counties are the best developed of all the counties in Sichuan, and have better competitiveness. The study on the top 10's competitiveness is very important for other counties searching the way to develop their county economy.The paper use regional economics, industrial economics and other related theories. The methods that the paper adopts to argue are demonstration combined with standard analysis, quantitative analysis combined with qualitative analysis, and the integration of theory with practice. Then point out the scientific connotation of the county competitiveness in the top 10 counties.This paper is divided into four parts. The first part includes the introduction of the basic theories about county economy and competitiveness, characteristics of county economy in China, the analysis of the characteristics and the problems of Sichuan's county economy, the analysis of the connotation of the county competitiveness. The second part introduces and analyzes the evaluating indicator system of Sichuan county economy, suggests some modificative opinions about how to evaluate the competitiveness use the indicator system. The third part analyzes the strong characteristics of the top 10, and point out the competitiveness situation of the top 10 from six aspects including nature advantage ability, industry competitiveness and enterprise competitiveness, government ability, human resource competitiveness, external ability, sustained development ability. The fourth part points out seven apocalypses which other county can get from the top 10's experiences.
