| Along with economic development, increasing competition, various countries and regions have spared no efforts to promote innovation in order to maintain competitive edge over others, and innovation capacity of a country or region has become the factor which decided in the new economic pattern status. Regional innovation capacity is capabilities that the area translates knowledge into new products, new processes and new services. In other words, that is the regional capacity to successfully take advantage of new knowledge. An objective evaluation of the innovation capabilities of the areas will be of great significance for formulating innovation policy.At first in this thesis, the chapter one has carried on the summary to domestic and international concerning the national innovative system, regional innovation system and relevant research of regional innovation ability, then I get that it is still a new field remained to explore to make the comprehensive evaluation of quantifying regional innovation ability.Then, in chapter two, in order to hold advantages and deficiencies existing in innovation ability between the Northeast and other domestic areas in an all-round way, the thesis uses the development strategies of the Development Reseach Center of the State Council and the new method of dividing the areas of China (continent) putted forward by the subject report《social economic development's characteristic analysis of the areas of China (continent)》for the references. The new method is dividing China into eight major areas , namely northeast area, northern coastal area, easthern coastal area, southern coastal area, middle reaches of the Yellow River, middle reaches of the Changjiang River, southwest area and big northwest area. After defining the concrete research object, this thesis has discussed that constitute elements and operating mechanism of regional innovation system, and based on this, the thesis has studied the constitute elements of regional innovation ability further and has thinked that regional innovation ability is formed by ability of knowledge creativity, ability of knowledge acquisition, ability of enterprise's technological innovation, innovative environment and innovative performance. Of these five elements contacts mutually, influence mutually and interaction, having formed the system of regional innovation ability together, and among them, the two items of technological innovation ability and innovative environment are the core of regional innovation ability. In chapter three, this thesis has explained the appraisal step of regional innovation ability at first, and then, on the basis of the previous chapter's analysis, the thesis has used the design plan of index of the technological development's strategy's research group of China about regional innovation ability's evaluation to set up the evaluation index system of regional innovation ability. This index system includes goal layer, criterion layer and index layer. Among them, based on the several angles such as enterprises, the university and research institution, and the department, we can divide the evaluation system of regional innovation ability into ability of knowledge creativity, ability of knowledge acquisition, ability of enterprise's technological innovation, innovative environment and innovative performance. In the end of this chapter, this thesis has also introduced evaluation and analysis's method and analytical tool which the article plans to adopt in detail.The chapter four is the key chapter of this thesis. In this chapter, I have explained the overall current situation of the Northeast at first , and then, I have gathered the newest datas of 31 provinces , municipalities and autonomous regions in the whole country , and divided the areas in order to combine according to the need, and on this basis, though using SPSS and adopting the method combined by factor analysis and level analysis, I has carried on comprehensive evaluation to the regional innovation ability of eight areas, and getted every item's index and the end of utility of regional innovation ability. Then, combining the final evaluation results, from the ability of comprehensive innovation, the ability of knowledge acquisition, the ability of knowledge creativity, technological innovation ability of enterprises, innovative environment, economic performances of innovation, this thesis have carried on horizontal comparative analysis to the Northeast and other domestic areas concerning regional innovation ability, The analysis indicate: the composite scores of regional innovation capability in Northeast China ranked fourth in the eight regional. Apart from the three coastal areas outside, the scores of the other regional is below zero in the eight regional. It shows that compared with other regions of China, the coastal region has a distinct advantage in innovation capability. The fist rank in composite scores is the eastern coastal regional. Compared with this aerial, the northeast china has a large disparity. The smallest disparity between the northeast china and the three coastal areas is the south coastal regional. It shows that there exists a small disparity .Look from the rank of five sub-indicators, except the innovation environment, the ranks of the northeast china are all trail the south coastal regional. Look from the scores of utility values, the northeast china is higher than the Middle Reaches of ChangJiang river which is rank fifth in the eight regional. But the disparity about them is not evidence. Look from the rank of five sub-indicators, The indicators of knowledge Acquisition and enterprise Innovation are drop behind the Middle Reaches of ChangJiang river. But the knowledge creation and innovation environment indicators of northeast china are higher than it. The main reason lead the rank of Middle Reaches of ChangJiang river drop behind the northeast china is that the scores of innovation performance in this aerial are too low. The rank of this aerial is at the end of the eight regional. There are two sub-indicators of northeast china which rank is lower than its rank of composite scores: the knowledge acquisition indicator and the enterprise innovation indicator. Look from the scores of utility values, the highest rank of northeast china in five sub-indicators is innovation performance indicator. And this indicator is the only rule layer indicator which scores are higher than the average. But compared with the east coastal regional it still exist large disparity. The lowest scores in five sub-indicators is the knowledge acquisition indicator. In addition, I have consulted the data of《China regional innovation ability's report 2005- 2006》, and have carried on vertical comparative analysis in the Northeast intra-regional Liaoning, Jilin and Heilongjiang concerning innovation ability's rank situation in the past five years. Finally, on the basis of the analysis, I have refined out the deficiencies existing in the area of the Northeast about regional innovative respect.The chapter five mainly put forward concrete countermeasure and suggestion according to the deficiencies existing in the area of the Northeast about regional innovative respect summarized by the chapter four.
