| With the more rapid development of globalization and more fierce competition, regional innovation has become the decided factor for the region economy to take advantage of rival partners. Now the regional innovation system is under constructing in lots of districts in our country, and it has shown intensely competition situation. In years the regional innovation capability has been enhanced, but it is not according to the requirements of developing the northeast old industrial base and constructing the modern agriculture. How we take chances of the new technique revolution and globalizing economy, and we make full use of policies which supporting the adjusting of the northeast old industrial base and rebuilding, and implement of improving the regional innovation capability have become the main mission and the question required research in our province.First, this essay makes a statement on basic theory of regional economics, regional innovation system and regional innovation capability; Next we construct the index system of regional innovation capability in aspects of knowledge innovation capability, technique innovation capability, innovation environment and innovation accelerating the economic development capability. Furthermore the regional innovation capability of Heilongjiang province has been evaluated in quantitative by use of the factor analysis method. From the compared analysis of innovation capability in two aspects of fifteen province and 12 districts in Heilongjiang province, we comprehend comprehensive the existent problem and the regional innovation capability level in Heilongjiang province. And last, the thesis give the suggestions on improving the regional innovation capability in Heilongjiang province.The researches in this thesis have important reference value and practical guidance meaning for promoting the adjustment and rebuilding of the old industrial base. |
