Farmland protection is an overall strategy issue concerning our nation's economic and social sustainable development."Cherish dearly and make reasonable use of land, put the farmland under proper protection"is a fundamental state policy requiring a long-run persistence.The black soil of Jilin Province is a rare resource in the earth, one of three black soil resources in the world. As an agricultural province, granary province, Jilin Province undertakes most of the national grain provision task, that is, the quality of the farmland protection and the quantity of the grain production of Jilin Province have direct concern with national grain provision balance condition and grain safety form. So the research on farmland protection problem of Jilin Province has a bigger practical significance.The importance and necessity of farmland protection has drawn some economists'attention earlier in history. Especially in modern time, the more serious farmland destroy and the bigger population base result in a more urgent condition of farmland protection and a more serious crisis confronting the human beings. Governments of each nation of the world and theoretical workers conduct the in-depth researches and put them into practice, thus bearing rich fruit and forming various relative theories about farmland protection, i.e. Land in Short Principle, People and Land Relationship and Coordination Principle, Ecosystem Balance Principle, Sustainable Development Principle. All of these theories become the theoretical bases of our farmland protection. Simultaneously, these theories dig into the meaning, reason, purpose and approach of the farmland protection.Jilin Province has a time-honored reputation of"Home of Black Soil", located in the middle of northeast area of China and rich in natural resources. The farmland soil condition is excellent, the soil structure is good, the organic materials are rich, and all of these support the plant growth. More than 20 years'reforms liberate and develop the productive forces greatly, bringing tremendous historic changes to agriculture, country and farmers of Jilin Province. Jilin Province has adhered to the farmland protection system strictly and operated special protection to the high-quality farmland for several years. The effectiveness of Jilin's farmland protection is obvious with more than ten years'maintenance of the total ecological balance. however, because of the overdue exploitation, pollution of environment and economic construction's need of rare resources make our province's farmland condition appear: the land desertification expands, the salinization, alkalinization and the grassland degradation are becoming more and more serious, the water and soil loss in local areas still continue, the shrinking phenomenon of the wetland is serious and the water table has been lowered. There are still a lot of problems in the farmland protection including the quantity of the already exited farmland decreased, the quality of farmland lowers, and the farmland resources waste much and so on.In face of the serious farmland protection work of our province, we can find out the deep layer reason in the system and the reasons of unclear property subject, incomplete property, the weakness in the power bundle and other unclear protection responsibilities. There is also inherent economic source of the low profits of land used for farming and the outward factors of the farmland protection. According to the problems in our province farmland protection work and the in-depth analysis of the reason, we should make effort to search the policy of farmland protection, hence we can make good use of the limited farmland resources in our province and serve the economic development of our province.Firstly, further perfect the country collective land property system. To protect the farmland, we should at first guarantee farmers'rights to the land, perfect and reform the country collective land property system. The basic direction of the land property reform is to realize the right equality of the state-owned land and collective land. We entitle the collective land property the national treatment, admit the collective land's rounding, further definite the country collective land's property and use right and admit the country land's rounding. Strict land property system is the most effective method of protecting the land resource.Secondly, strengthen the system construction of farmland protection.
