The harmony between the industrial structure and employment structure indicates whether the economy develops healthily. In the past few years, with the fast development of economy and the harmonization of the national policy, the industrial structure and employment structure of the whole country and every part has gradually developed to rationalize. However, the change of the employment structure still falls behind the change of the industrial structure, and the employment problem has become the most important problems that prevent our country from developing in harmony. Especially, there is a big difference between the east, the middle and the west, and the difference is still increasing. As a result, it makes a big difference that study the interactive relationship between the industrial structure and employment structure of the nation, the east, the middle and the west, and conclude the general law, and further make a comparative study, and put forward several policy suggestions in the end in order to improve the whole and every part of our country to develop harmoniously.This paper studies on the interactive relation between the industrial structure and employment structure of the nation, the east, the middle and the west, and makes a comparison with Linear Relation, Structure Deviation Degree and Employment Elasticity, based on describing the trend of industrial structure and employment structure evolvement from 1990 to 2004. Finally policy suggestions are given. I am looking forward to give certain advice on making and implementing rational industrial and employment policies.There are five parts in this paper. The first chapter mainly introduces the study significance, the study contents, the study process and methods, the framework of the paper and the original ideas.The second chapter concludes the existing study on this problem at home and abroad, including the study methods, scope and achievement. The paper struggles to break through the current research situation. The third and fourth chapter is the main part of the paper, which reflects the main points, analysis, and comparison of the paper. The first four sections of the third chapter analyze the future trend of the interactive relation between the industrial structure and employment structure evolvement since 1990 from longitudinal angle, and the fifth section concludes the trend of the whole, the east, the middle and the west part of china. Further, the fourth chapter makes a comparison of the interactive relation between the industrial structure and employment structure from transverse angle, discovers the differences and analysis the reason of the differences. And then frame of axes are set up, which fixes the comparative chart of the current situation of the interactive relation between the industrial structure and employment structure.The fifth chapter is the conclusion of the paper, which is also the part of the policy suggestions. Firstly, conclusive statement is made, which especially summarizes the main points of the third and fourth chapter. Further, it emphasizes the breakthrough and achievement of the paper. Then, several policy suggestions are given. The paper makes full use of Excel and SPSS, and reflects the problems with concrete data, which makes it very clear to see the evolvement trend of the relationship of the industrial structure and employment structure of the whole china, the east, the middle and the west.
