A Study On Confronting Poverty In Moutainous Rural Areas In China

Poverty is a prevailing problem all over the world. Owing to economic backwardness in old China, the shortage of agricultural resources as well as the lack of knowledge on the part of the peasants, the rural areas in our country suffer from seriouspoverty problems. Since the foundation of People's Republic of China, leading the people to fight actively against poverty, the Party and the government have achieved a great deal. Bacically, we are able to feed the population up until now. However, poverty is still existing in our country, especially the poverty-stricken mountainous areas. Therefore, the fight against poverty is still faced with great challenge.Taking Yingshan which is a key government supporting county in Hubei Province, as an example, this paper explores the poverty problem among peasants in mountainous areas. The paper firstly explicitly elaborates the basic concept of rural poverty in our country, then it analyzes the present situation and features of rural poverty in mountainous areas in the age of constructing new countryside. Furthermore, with the sample of Yingshen County in Hubei Province, this paper analyzes the restricting elements in fighting against poverty from such aspects as natural resources, the distribution of poor population, level of economic development and the extent of social development. Afterwards, in view of the essence of The Eleventh Five Plan and the great bluepringt of constructing new socilist countryside, the paper holds that he elimination of poverty in mountainous rural area in the new stage must still adhere to developmentary principle.We must persist in the combination of government guidance and market operation and establish multiple system to fight poverty, support the poor both materially and culturally and raise the quality of rural labour force, combine the increase of rural support and the enhancement of fund management and improve the effectiveness of development in poor mountainous rural areas. We must also combine the support of the immigrants in poor mountainous rural areas the construction of small towns, promoting the simultaneous development of both urban and rural areas. Still, we should proceed the strategy of sustainable development, combining economic development with environmental protection and promoting the economic and social development in poor mountainous rural areas, so as to help the poor population to get rid of poverty as quckly as possible.
