The Study On Occurrence Mechanism Of Mountainous Rural Poverty

With the continuing evolution and development of human society,it not only brought the progress of human civilization but also Caused some confusion in the development of human society.For example,there is a well-known objective social facts:Since the poor phenomena has been recognized by human society,even if people not only have continued to recognize and seek the causes but also try to eliminate it,but human society seems to never really had to eliminate poverty.Because of this,facing the confusion of the development of human society,poverty studies has been a focus of concern in the world.With the advance of modernization and social development,even though China has successfully solved the problem of"dress warmly and eat one's fill",but the facts show that our national sustainable and harmonious development of rural mountain areas are still facing new challenges:On the one hand,rural society has been rapid development;on the other hand,various social problems have staggerly appeared and severe poverty in rural areas still exists.Therefore,a better understanding of occurrence mechanism of poverty and mechanism of relieving poverty of the transitional mountainous rural areas is not only premise and an effective way of the good governance of rural poverty in ethnic minority areas but also the problem must be cracked by the transitional China.Thus,this is not only an important theoretical problem but also a matter of practice.According to the conceptual analysis of "social movement,this paper poor groups and mechanism",explains the ecological and social basis of the existence of problem of rural poverty based on the view of social movement,and abstract its occurrence mechanism and mechanism of relieving poverty.The Introduction of this paper first puts forward that the research topic of this paper,on the basis of the logical starting point of the status quo of poverty research and the understanding of poverty and poor groups,is to study the poverty occurrence mechanism and mechanism of relieving povertyThe second part of the thesis initially reveals the basic characteristics of the rural poverty based on the "basic size,distribution and psychological status" of rural poor groups.The second part also points out the three basic types as foiiows:?subsistence poverty;?poverty of "dress warmly and eat fillly";?development-oriented poverty.The third part of this thesis rationally discusses the occurrence mechanism of poverty and the mechanism of relieving poverty based on the poverty situations in national rural mountainous areas.First,this section not only discusses the specific reasons of poor communities but also initially reveals the mechanism of poverty.Second,this part also analyzes a special form of poverty and its reasons:mechanism of returning to poverty.In the fourth part of the thesis,it mainly analyzes the mechanism of relieving poverty of the poor groups based on the above analysis,and also is a extension of the theme in this study.This section not only discusses the relieving poverty of poor groups and its significance but also initially reveals the mechanism of relieving poverty,and then analyzes the basic framework of governance of rural poverty.The fifth part concludes the whole thesis.Through the above-mentioned studies,this paper has drawn the main conclusions as follows:1.The improvements of social infrastructure and environmental provide an important platform of governance for the alleviation in rural areas,and the work of poverty alleviation should be a long-term career.2.Reasonable institutional arrangements and policy design not only effectively curb the trend of deterioration of its poor population but also controll the phenomenon of poverty within a reasonable range based on the situation and conditions of the local poor and the causes,and the problem of poverty will be better governed than before if take purposeful measures based on the the situation of poor groups.3.The production of the phenomenon of poverty and its problems of human society not only has a ecological basis but also has a social basis,and it is the unity of"continuity and discontinuity,objectivity and subjectivity,randomness and inevitability".So,the poverty and its status of a society is a unity of a particular social life and the survival of the state.4.This paper initially revealed the occurrenc mechanism of poverty lies in the interaction of "level of the ecological(natural)environment,the level of natural population,the level of social systems,social relations level,and significance level”,and thus,poverty and its problems,which is not a static social phenomenon but a constantly dynamic phenomenon evolving with the evolution of society,is imbedded in both the entire social structure and social operation of the process.5.With the deepening modernization and social development,the new governance mechanismof poverty problems,which is to achieve effective coordination governance of poverty problems,will expected to be a social participation of institution of "poor population-the government-society(including NGO)".It is worth noting that this article also pointed out that:Poverty phenomenon,as an objective social phenomenon,is inevitable in any society and the state,and controls it within certain limits so as not to affect the sound operation and coordinating development of the human society.In other words,poverty is become a social problem only if it to be a certain "degree",and the Government should,which provides a theoretical basis and a new perspective of the governance of the poverty problems,assume the main responsibility for governing poverty.
