Global economic integration to the enterprise competition is not competing products and services, but the competitiveness of enterprises of human resources. How businesses can pass in a highly competitive market environment to get the best people to gain advantage and achieve strategic goals, theorists and businessmen is topic of common concern. Recruitment is mainly through the channels of enterprises talent, recruitment plays a fundamental role in human resource management module, and competency model is the basis for recruitment. However, the current project manager, personnel competency-based recruitment program evaluation research in the software industry for less, practice using this competency model to recruit a project manager of the enterprise is small. Therefore, it is necessary to establish a competency model for the software industry, the characteristics of the project manager, project manager recruitment program to build competency-based talent assessment, which has to a certain extent, this paper illustrates the necessity and urgency.This paper summarizes the domestic and international competency model and talent assessment methods relevant research literature, focusing on building the project manager selection scheme based on evaluation of personnel competency. This paper applies BEI interviews, questionnaires, data statistical methods and literature review and other parties to discuss the company, represented by X software company project manager competency, and to establish competency model recruitment program and project managers, so as to Recruitment project manager in the software industry to provide a reference basis.
