Research Of Payment System Reform In Guangzhou Sugarcane Research Institute (SIRI)

Management of modern enterprises is management of people in the final analysis. Its core is management of people's value.Guangzhou Sugarcane Industry Research Institute (GSIRI), which the author is now working for, is one of the first experimental units transformed from science and research institutes into scientific enterprises. It is still in a transitional period of transforming. In order to meet the needs of transformation, a series of deepened reform has been carried out in GSIRI. The author get the impression from those reforms that reform of payment system should be emphasized on in order to pursue new breakthrough and realize the organic unification of enterprise development and staff's value.Efficient payment management must be competitive externally, fair internally and inspiring to the staff. What's more, everything must be based on development in a whole. This thesis is based on New Payment System Design of GSIRI directed by the author, who finishes it through research, design, implementation, summary and constant exploration. GSIRI is still in the transitional period for the time being. Because of historical and actual reasons, and lots of internal and external system restrains, payment plan design described in this thesis might be transitional. However, it is pointed at speeding up reform, laying necessary foundation for the realization of modern payment system and supplying sufficient practice and cases for reference.This whole thesis is divided into five chapters with the third and the fourth as the core parts. A new payment reform plan that is proved efficient is wholly designed in the third chapter "Payment Reform Plan Design in GSIRI". And then in the fourth chapter "Evaluation of Payment Plan in GSIRI", the results of trying out the plan is summed up, merits and shortcomings are analyzed comprehensively, and explicit and practical ideas on how to deepen reform are put forward.The purpose of this thesis is to find out the breach of payment reform in GSIRI, realize the new payment system design and accelerate the transformation of science and research institutes. Hopefully it is a beneficial exploration.
