During the process of the recycling system of electronic waste, the take-back is a key link and also the most difficult link. Only after collecting the electronic rejectamenta produced by thousands of families together, dismantling and disposal could be done as to control environmental pollution effectively. Thus, the problem of the recycling system of electronic waste is the key to deal with the take-back and utilization of resources.The paper is aiming to discuss our country's recycling system of electronic waste. The paper firstly summed up the characteristics of electronic rejectamenta and the current situation of take-back at home and abroad. Take Shanghai as an example, by surveying and building the forecast model, the total quantity of electronic waste and their space distribution will be carried out scientific prediction. As based on these surveys, we do research systematically on the construction of recycling system of electronic waste including space distribution, managing model and relative regulations.According to the prediction of Shanghai's electronic waste output and the sales volume of electrical and electronic equipments, we adopt grey-predicted model and time-sequence model to forecast the sales volume of TV-sets, washing machines as well as cell phones, etc. Furthermore, according to the working life-span and disuse lifespan of electronic waste, we do a prediction on electronic waste scientifically and set it as the foundation of recycling of system of electronic waste in Shanghai.Combining the real condition of China and Shanghai during the construction of recycling of system of electronic waste, we confirm to adopt the three-phase take-back model which are the take-back site, detection or dismantling center and take-back disposal factory. This paper uses the vague comprehensive judgment to gain the numbers of the take-back sites, detection or dismantling centers and take-back disposal factories, concluding the model of 1-4-2 namely setting a take-back site in each street of towns and villages and four detection or dismantling centers and two take-back disposal factories around the city. Otherwise, the paper utilizes the theory of mutli-sites model and distributes the space through constructing the models of recycling electronic waste. At last, thinking of real conditions now and doing the partial adjustment could optimize the space distribution of take-back system.In the model of take-back system of electronic waste, the thesis analyzes and compares the current three operating models of electronic waste namely MT(Manufacturer Take - back), PT(pooled Take - back) and TPT(Third - Party Take - back). We could gain the conclusion that the take-back system should set the model of separate collecting, disposal-focus and TPT which are grave suitable.Through the analysis of benefits of Shanghai's electronic waste take-back system, we could easily see that about thirty million RMB of economic benefits per year with 100 hundred tons of disposing waste under the normal operating of the system.
