Study On The Reform And Innovation Of Basic Agrotechnical Extention System In The New Period

The agrotechnical extension system of the basic units plays an important role in agricultural economic development. It develops agriculture through science and technology , prosper the economy of the county with science and technology, and it is the tache where the scientific and technical results are turned into realistic productivities.However, there are many problems with the current agrotechnical extention system,which are restricting the functions of the system.This research bases on the theory of innovation and the technological diffusion principle, it explains the concept , the position and the important functions of agricultural extension. The research compares the domestic agrotechnical extension system with the overseas'.Specially,the research takes the situation of Haian county as an example.It analisizes the current states of the agrotechnical sysytem,and elaborates the main problems,and the influences of the system of our country .The study gives some answers to the problems,and gives a new idea of agrotechnical extention system, which is "steady an organization of public service function,develop an organization of manageable service,separate public service from manageable service,innovate the implementing and managing system".The study suggests: 1.Defining the orientations of the reform and innovation of agrotechnical system;2.Scientificaly defining the functional scope of the public service and managing service;3.Setting up the organization rationally, innovate the new mode of the agrotechnical system;4.Implementing the entry system of the qualification, strengthening the management of the agrotechnical service organization; 5.Increasing fund input, improving personnel's quality , improving the conditions of agrotechnical extention.
