The speech of " The quality is enterprise' s life" is widely accept by enterprise superintendents now. In this recent economic society, the competition of the products is the foundation of the competition between enterprises, If one enterprise has lost this competition foundation, nomatter how outshanding it does in other aspects, it is impossible to stand stablely in the market in a long time. The product quality of enterprise is one kind of natural attribute, it is usefulness degree which we can see and feel, it may basically reflect one enterprise's strength,image,characteristic,competitive ability and so on. So, the competition of the products is the foundation of the competition between enterprises, the enterprise who lost the foundation will lost the opportunity of survival.In daily life, we can often see and hear the events that some people suffers injury by using low quality products, The low quality products are all producted by mid-and small-scale enterprises. The owners of these enterprises neglect consumers' health and the legitimate rights and interests for the individual and short-term benefits, but it seriously destruct the vision and status of mid-and small-scale enterprises in people' hearts.if these events develop for a long time, the mid-and small-scale enterprises are very difficult to survial in the keen market competitions: the strength of market competition will be weaker,the market share will be smaller,the benefits will be fewer,the survivals environment will be worsen, finally,, many enterprises will move towards the edge of perishes. So, the goal of writing this article is to summon the consideration of the quality and quality consciousness from the owner of enterprises and workers, I hope they can do many work in improving quality and do some contribution for changing the bad vision and low status in people.I unified the methods of standard analysis,induction deduction,the logical inference and the thougt of apply theory to reality, the contents Involves economic,management study, statistics and correlation rationales. The main basis theories includes: technical innovation theory,the talented person drives theory, enterprise culture theory, the circulation of PDCA theory and so on.Firstly,I put forward the correlation concepts of quality, explained the product quality, differentiated the concepts of quality and product quality, introduced the quality management system, mid-and small-scale enterprise and its characteristics, explaned the significance of improving the product qualiy of mid-and small-scale enterprises.Secondly,I quoted some datas and instances to prove the main problems exist in quality: low qualified rate,the bad stability,the backward craft, the difficult to improve quality. Through earnest analysis, I obtained the main barriers: The short fund, the backward equipment,the backward technology,the high-level talented person is deficient, the low quality consciousness of owners of enterprises and workers,the short of enterprise innovation ability,the short of product control ability, the low level of quality management.Thirdly, through earnest analysis, I obtained relevant strategy. in the equipment aspect,I proposed the expense and efficiency comparison theory in economic analysis and appraises the equipments; in enterprise financing aspect, I proposed the way of expanding direct financing and the indirect financing, the measures of government guides; in the aspect of enchancing the technologies and innovation abilities, I suggested that the mid-and small-scale enterprises should fiand collaberaters and the goverment should establish the innovation service system-, in human resources aspect, I proposed that we should establish the salary drive pattern with mid-and small-scale enterprise characteristics, the measures of introducing and keeping high leval technical talented person, giving a high consideratin on the train to the staffs; in the aspect of raising quality consciousness, I proposed that we should cultivate high grade quality consciousness culture,the plan of hooking between salary degrade and quality consciousness; in the aspect of processing ability, I proposed to establish standard, institute produce process, process capability computation model, the importance of quality test, introduce the counts the sample survey plan; in the aspect of quality management, I propose that Mid-and small-scale enterprises should establish and consummates their own quality control systems,I quoted the circulation theory of PDCA, proposed to establish the modern management pattern for mid-and small-scale enterprises.
