This article is based on a full understanding of total quality managements of SACCorporation External Product Development Department (EPDD) and its strategiccooperation partner supplier HF Corporation. The quality management theories andtools are used, combining with the SAC EPDD’s strategic purchasing status and HFCorporation’s actual situation. The studies of the procurement quality management forSAC EPDD and the product quality management of HF Corporation have issued therequest of quality management improvements. In the quality management toolapplication project, through asking questions, analyzing problems, the correspondingimprovement measures are found.Firstly, on the basis review HF Corporation’s quality management status, the plightof China’s manufacturing enterprises is found. Nearly all of them are facing the currentsituations of raw materials costs rising, low product quality management levels ofdomestic manufacturers, and the products qualities can not be as good as the ones ofproducts made by the foreign companies who had higher level of quality managements.Competitions are going on between domestic product manufacturers within ourindustries, which cause lower product price, lower manufacture profits, lower qualitylevels of manufacturing, and the large profits earned from marketing and sales areaswere gotten by foreign corporations. These domestic corporations want to graduallytransit themselves to high-level product manufacturers while their bases are very weak.When the production yields are increasing, the complaints from customers areincreasing as well. Meantime, the instability of product quality caused strong customerdissatisfaction. Corporations such as HF are facing strong necessaries to improve theirstatus of product quality.Secondly, on the basis study of quality management theories, this article points outthe existing problems of SAC EPDD in quality management. Some operations are notspecified, resulting in much unnecessary waste and many potential risks. SAC EPDDneeds to raise the level of quality management in procurement process, and to guide itsstrategic partner suppliers to use the quality management theories to improve products qualities and quality managements. The ways are to use cause and effect diagrams, suchas SPC, CPK,5S quality management methods and tools, to analyze the existingproblems of the OEM manufacturing enterprises, and to give related improvementmeasures for the implements of quality management, all of which could help toconstantly improve the manufacturing corporations’ quality management systems.Through effectively carrying out quality improvement control activities for its strategicsuppliers, SAC Corporation has continuously improved the production process qualitycontrol of their products and stabilized the products qualities.The writer has managed and participated in the improvemental works of HFCorporation’s quality management system, pointed out some quality managementimprovement measures on an experimental basis, and make effort to explore the idea ofquality management improvements. The writer hopes the internal manufacturecompanies such as HF Corporation can improve not only the level of qualitymanagements, but also the competitiveness ablilities of their own manufactures. Moreimportantly, it could be a certain reference for SAC EPDD to manage their similarstrategic partner suppliers in quality.
