Study On The Compound Values Of Agricultural Circular Economy

Agriculture, as the base of national economy, has a direct influence on the other sectors of national economy and the sustainability of agriculture is vital to that of the overall economy. Since the reform and opening up, agriculture has enjoyed a rapid development, but a series of problems confine the sustainable,healthy and steady development of agriculture. The mode of circular economy can improve the income of peasants, reduce pollutions caused by agriculture, strengthen the vitality of rural areas and thus is helpful for the construction of new socialist rural areas. According to the fields concerned, the development of agricultural production mode falls into three periods: period of simply emphasis on economic benefits, which is of low-efficiency or unsustainable; period of both pursuing economic benefits and protecting the environment which coordinates the relation of economic development and environmental protection within the scope of ecological-economic system; period of economic-ecological -social compound benefits, or period of circular economic mode of agriculture, which attempts to achieve the optimality within social-economic-ecological system. Likewise, people's comprehension of values develops from shallow to deep. Initially, people only focused on the narrow economic value. The proposal of ecological-value theory combines economic and ecological values together. Afterwards, value tends to be compounded in a broader scope. In the compound system of society,ecology and economy, value determination is the result of the compound force society, economy and ecology ,which consists of labor, utility, rareness, ownership and ecology.This paper, based on the theory of compound system of society,economy and ecology (SEE system),holds that the compound values of a object consists of economic, ecological and social values, which can be formulated as CV = EV1 + EV2 + SV.At present, the research on the mode of agricultural circular economy is limited to qualitative phase, and therefore quantitative analysis is urgently needed to deepen the research. As experiences and lessons on the domestic and foreign agricultural development show, problems will occur in agriculture without the coordination of agricultural development within the SEE system and the healthy, harmonious development of national economy will be affected. Based on the previous studies, this paper, using methods of value evaluation developed in environmental economics, calculates and compares the compound values of agriculture in Luyi County and those of agricultural circular economy.According to calculations, we find that the economic value of agriculture in Luyi County, in other words, the value of material product which can enter market for exchange is RMB 36753 per hectare. And its ecological value is RMB 48744 per hectare; Social value is 29175. For several villages where the agricultural circular economy mode was tested, the indexes of economic,ecological and social values is RMB51803,RMB 55405,RMB 39617 per hectare. In every RMB 100 compound value created by agriculture in Luyi County, there will be only RMB 32 of actual economic benefits seized by farmer. The market transition rate of service value in the agricultural production system, or rather, the proportion of compound values which can enter market circulation in the total service value of the system is only 32 percent. Therefore, to solve problems of low profitability in agriculture, measures can be taken in three aspects: firstly, the process of agricultural production should be reasonably combined and divided according to the requirement of agricultural circular economy in order to improve economic benefits. Secondly, the transition of ecological and social values in agriculture should be enhanced to make agriculture revitalized. Thirdly, negative ecological values of agriculture should be reduced to promote the healthy development of agriculture.
