Study On The Industrial Cluster's Characteristics Of 'Optical Valley Of China' Based On Independent Innovation

The 21st century is regarded to be the century of light. It is of great importance in the fieldsof politics, economy, military and science to develop the optoelectronics industry. As a famousoptoelectronics industrial district, the research to the development characteristics and rules ofOptical Valley has great practical significance. Optical Valley of China in Wuhan as nationaloptoelectronics information industrial base is set up on the base of the East-Lake High-techDistrict of Wuhan. And it is developed very quickly during the ten-fives plan and achieves greatsuccess. That optoelectronics industrial cluster has a primary frame not only has greatimportance to the development of Wuhan and Hubei province, but also does good to the nationaldevelopment of optoelectronics industry.Industrial cluster is getting more and more attention as regional productive system andinnovative space. It has great value and effect to the economical development. It is a verysignificant subject to study the development of Optical Valley from the point of industrial cluster.Domestic researchers have done much meaningful research. However, they don't give detailedexplanation to the cluster characteristics of Optical Valley and they don't explore the independentinnovation as a cluster characteristic. So this paper will do some primary research in this field. Atpresent independent innovation has become national strategy. Meanwhile the central party andthe State Department have made decisions to create new-style country. The center of innovativecountry is to make the ability of increasing independent innovation strategic base of developingscience and technology. In this sense this subject has great practical meaning.After telling about the origin, meaning and framework, firstly this paper gives a instructionabout two involved theories: industrial cluster and innovation theory. First, it introduces theorigin and development of industrial cluster theory mainly from international research andaspects of definition, class, characteristic and so on. Second, it introduces technology innovationtheory since Joseph Schumpeter and discusses domestic researchers' theory and positive researchabout independent innovation.The third chapter tells about the development of domestic and international Optical Valley.America is the first country to build Optical Valley. Later France, Japan, Germany and so forthdeveloped optoelectronics industry and cluster, foster this technology and industry in order to arrive at the highest place of high-tech industry of 21 century.Chinese scholars and researchers have realized the strategic meaning of developingoptoelectronics technology and industry. So many provinces and cities try their best to buildoptoelectronics industrial district. Some able place such as Wuhan, Changchun, Guangdongdeveloped Optical Valley earlier and got great progress. This paper tells three kinds ofdeveloping pattern. Among them, Wuhan takes the pattern of government management,Guangdong takes the pattern of market leading, and Changchun takes the pattern of primarycorporations.The forth chapter discusses deeply about the definition of industrial cluster in Optical Valleyof China. According to the understanding of reference theory and Chinese high-tech developingdistrict, this paper studies from simple centralization ratio, intelligence denseness, clusterscombined with all kinds of corporations, industrial status, innovation network, and informationflow. At last it gets the conclusion that Optical Valley of China has formed elementary industrialcluster.The fifth chapter is the key of this paper. It does deep research to the industrialcharacteristic of Optical Valley of China in Wuhan from the following five aspects: industrialcharacteristic, space characteristic, system characteristic, culture characteristic and productivecharacteristic. First, industrial characteristic affirms that Optical Valley of China in Wuhan isindustrial cluster based on the optoelectronics industry. In detail it combines laser, auto,semiconductor, software, biomedicine high-tech industry. Second, space characteristic tells aboutthe advantages of the innovation environment. Third, system characteristic identifies that thecentral innovation network of Optical Valley of China in Wuhan is government. Forth, culturecharacteristic explains that its innovation culture is based on innovative Jingchu culture. Fifth, ithas formed elementary industrial establishment.The sixth chapter is the core of this paper. It analyses Optical Valley's industrialcharacteristic based on independent innovation. In the environment of the second carving out,central growing and creating innovative country, Optical Valley of China in Wuhan has madegreat progress in independent innovation. Second, the government gives much support especiallyin financing, innovation cooperation and so forth. Third, the achievement Optical Valley ofChina in Wuhan in independent innovation shows the advantage of government leading. At last,it analyzes the advantages in the innovative network of Optical Valley of China.
