A Probe Into The Policy Pattern On The Integration Of Government, Industrialization, Teaching And Research

Currently, we are constructing an innovation type country, independent innovation is our national strategy. And our government proposes to establish an"enterprise-university-research"innovation system based on enterprises. On this background, it naturally becomes an important topic, and should be deeply studied, how to promote close cooperation between government, university, enterprise and academic institution. Though they play the different roles, have the different advantages, they co-operate each other in national innovation system. Among them, government is the most important. And it's very important to fully play the role of government, build a cooperation platform between them, create an operation mechanism, improve the relative policy, build an innovation network system, promote the combination of production factors, push knowledge creation, transmission, generalization with the intensive, marketable, scientific way, drive the communication, collaboration and coordination development between innovation factors. That's the"policy pattern on the integration of government, Industrialization, teaching and research"this paper tried to study.In practice, there were already some significant sample on the integration of government, industrialization, teaching and research in our country. But now, the government role was not fully played in this system, the policy pattern and mechanism on the integration of government, industrialization, teaching and research was not built yet. In theory, there were not many the scholars in our county, who studied the mechanism and significance of policy pattern on the integration of government, industrialization, teaching and research from national innovation system or public governance theory angels.This paper analyzed motivation-barrier mechanism of the cooperation innovation from the relative practice in zhenjiang city, with the combination of theoretical analysis and empirical analysis. It's also a good reference for drawing the policy on the integration of government, industrialization, teaching and research. In addition, in the current phase, we think the government should play three roles in the integration process: guider, promoter and coordinator. Specifically, they should play an important role at the following aspects.1.publicize the mechanism of industry-university-research integration, design the atmosphere that's good to industry-university-research integration.2. strengthen the coordination mechanism and build the uniform administrative structure for the integration of government, industrialization, teaching and research.3. Increase financial input, provide sufficient financial guarantee. 4. build tax preferential policy and legal system to promote and protect the integration of government, industrialization, teaching and research.5. build and improve the innovation intermediary service systems.6. strengthen the service to small-medium enterprises on the integration of government, industrialization, teaching and research.7. fully play human resource role in the integration of government, industrialization, teaching and research.This paper also raised six suggestions to build and improve the policy pattern on the integration of government, industrialization, teaching and research.1.deepen enterprise system reform, make the enterprise be the main body in technical innovation.2.deepen enterprise scientific research system reform, build an open, flexible, competitive and collaborated knowledge innovation system.3. improve the organization, build a good policy environment.4. figure out a package of policies to encourage the cooperation of government, industrialization, teaching and research.5.build micro-main body of technology innovation, arouse their enthusiasm on it.6.strengthen the organization construction of the intermediary.
