Research On The Strategy Of Transferring Surplus Rural Labor In Du'an County And The Governmental Function

Six years of 21st century has passed. The reforming and opening in China has entered a new historical era, and the rural area has also stepped into the time of constructing a new socialist countryside. Untill now,the Du'an County is a key poor county aided by both Guangxi and China. The majority of people in this county is still poor, whose living level is low. The subject of the paper is how to level up their living condition, and then gradually realize comprehensive well-off society in Du'an County.Based on analyzing the resources in this county, the author demonstrates that under the poor agricultural productive condition in Du'an, agricultural production can only be the way for farmers to keep alive, and in some certain circumstance it can even be a burden. Therefore, only when we consider transferring the surplus labor in this county as a strategy to change the condition of being poor, and transfer them to be labor force in developed areas like Guangdong, can the farmers get stable income, and can the poor condition in Du'an be changed fundamentally, and then can the disparity between urban and rural areas be reduced.The key point of transferring the surplus rural labor lies in how to exercise the dual function of the Du'an County government. At present, setting up the leading organization, emphasizing vocational training, supporting township enterprises, enhancing the rights safeguarding service for farmers, and improving the social security system are all the important and urgent tasks for Du'an County government in transferring surplus rural labor.
