The paper is trying to make a research on transferring the rural surplus labors basedon the case of Shuyang, a county in Jiangsu province, a typical less developed area inChina, with a vast population and limited farmland. It has a large number of laborswhile non-agricultural industry and urbanization are less developed. This is an urgentproblem which will influence the peasants' income and economic and socialdevelopment. It is a very important task of the government to transfer surplus t labors.This paper analyses the labor resource, employment situation, and extent of surpluslabors by spot interviews and text investigations of the surplus labors in Shuyang. Itfinds out that the surplus labors have such characteristics as quality of human resourceimproving, mostly engaging in hard work and opinion changing. The reasons oftransferring labors lie in development of science and technology, the increase of benefitowing to the scale of operation in transference of rural land and acceleratingurbanization. Transferring labor extends the employment, improves the quality of labor,intensifies the relationship between regions, increases the incomes of peasants andextends the agricultural chain. This text also points out that there still exist someproblems such as old-fashioned ideas, low quality, backwardness of the urbanization,lack of rational policy, the imperfect labor market and so on. Finally the essay putforward transferring rural surplus labors: the attitude of farmers should be changed,rural education be strengthened, the process of urbanization reform be accelerated,system reformation be deepen and the rural labors markets be perfected.
