Jilin City has the large scale petrochemical industry base built in the national first-five-year, after fifty years developing there has been product systems including the petrochemical industry,synthetic material and fine chemicals based on the project such as dye, carbide, chemical fertilizer etc. Although the chemical industry become prosperous and infrastructure become quite consummate, fine chemical industry development was lagged because it was restricted by old system and conventional idea, the potential developing project was under exploitation, the speed of industrialization construction was slow and restricted by market, fund, talented man, technique, environmental protection,Under the background of promoting the old east-west industrial base, it was very urge to research and solve the following problem: how to educe the leading industry to promoting the JiLin economy, extent the chemical industry product chain, change the chemical product scale into larger,stronger and finer, form the new economic growth point. Developing the fine chemical industry in JiLin city has the advantage of raw material, technique, talented man and local resources, etc., Depending on the founded petrochemical resource, we can develop the supporting upper product,extend the downstream product chain and develop the chemical engineering circulate economic industrial chain. On the one hand we can increase the chemical industry product refined rate and added value which fit for the demand of nation construct the economic society, on the other hand, we can enhance the downstream consuming enterprise associated to fine chemical product such as the spinning and weaving industry,electron industry,metallurgy industry,medicine industry and automobile industry. In this paper used the method of comparison analysis, the economic development theory of leading industry selection,industry assembly,cycling economy and industrial chain,industrial park, we comprehensively analyze the statement of industrial structure,fine chemical enterprise as well as the product in Jilin city. Analyzing the feasibility of emphasis developing the fine chemical industry as the local leading industry, according to the character of fine chemical products connection with each other, comparing the shaped industry park in China, especially the developing character and mature experience of fine chemical park, we introduce the model of developing fine chemical industry refer to the model which rely on the chemical industry park to accelerate chemical industry development, improve the fine chemical industry assembly, extend the fine chemical product chain, build up the organization policy fund insurance system. We demonstrate the strategy of attracting commerce and fund to promote development, orientate the fine chemical industry development as the leading chemical industry in Jilin city. We construct the Jilin city as the base of fine chemical product in North China, changing Jilin city from the chemical industry materials supply area into the mature chemical product processing area.
