The industrial structure of Zibo City is developing under the regional division of the long-term energy and the raw materials base and the plan economic system, its industrial structure's irrationality is outstanding as resources advantages are weakened progressively and the socialist market economy is developing gradually day by day, it has already become the main crux of influencing economic development.According to the industrial policy trend of the country and the domestic and international markets development prospect, combining the current situations and resources advantages and industries advantages of economic development of Shandong Province and Zibo City, the industrial structure adjustment of Zibo must be improving the whole benefits of resource distribution in the 21st century, taking the final demand as its direction and technological progress as its power, promoting the industrial structure to strategic adjustment from adaptability adjustment, cultivating the leading industry of the new and high technology, strengthening three major foundations of agriculture and basic industries and infrastructure, reforming and improving the traditional industries, developing high-tech content and the six leading product series with the high added value, promoting the tertiary industry to be changed to the high hierarchical structure from the low hierarchical structure, forming modern economic structure system which has modern techniques, sane foundations, obvious leading factors, and so on.The key of industrial structure adjustment of Zibo is to do a good job in the developing human resources deeply. All things could utilize only through people. In the two elements of the human resources and material resources, the decisive factor is the people, but not the matter. The nice human resources can improving technology skilled intensity of labor, making a worker use more means of production to raise labor productivity in a situation of other working conditions are not change; On the other hand, the improvement of human resources quality and the full play of labor's ability will accelerate the using of advanced technology and management in production, then making the industrial structure optimize further. Thus, the relation is dialectical unity between human resources and industrial structure adjustment.
