Talents together,the cause of flourishing.The rapid development of economy and society,both the result of technological innovation and competition in the market,it is the result of effective human resource support.Based on industrial restructuring HR structure optimization,the status quo for the adjustment of industrial structure,Tongzhou District,and human resource structure,using qualitative and quantitative analysis,normative analysis and empirical analysis,and complement each other literature research and comparative study of method,a comprehensive analysis of the human resource structure,Tongzhou District,the problems and their causes,and the corresponding countermeasures.The results show that:realization of urban functions,the transformation of industrial upgrading is the most fundamental driving force people,only full attention to human resources,human resources work to do in order to gain an advantage in the fierce market competition.The city features a clear positioning,a clear idea of the industrial structure adjustment,optimization indicate the direction of regional human resource structure.Human resource structure optimization is a dynamic process,a long-term work on the domestic large cities,the need in the process of industrial restructuring in the region,from the "controlled growth,excellent structure,adjusting the layout of the" three levels begin at structural optimization on the basis of the control population growth.Optimize the regional structure of human resources needed to fully play the leading role of the government to guide the flow of talent aggregation and reasonable.Personnel policies aggregation,livable urban environment,improve public support services is an important factor to attract and retain talent.The government should increase investment talent,and optimize talent development environment,and actively guide to quality education,health care and cultural resource gathering,laying the foundation for attracting and retaining top talent.Thesis in the area of human resources optimization optimization main line to the theory and practice of attitude analyze problems,innovations that through the investigation,in conjunction with urban function orientation trend analysis of industrial restructuring,human resource needs and structural studies with suitable strategy;Tongzhou District of Beijing as an example of human resource development planning,analysis of how to adjust the existing human resources,promote human resource structure optimization,to strengthen the city center construction personnel security thinking innovation provides a reference,hoping to China’s regional human resources structural optimization for the industry to provide personnel protection and so have a certain significance.
