The prosperity of agriculture leads to the strong basis of a nation; the richness of farmers leads to the flourishing of a nation; and the stability of the rural areas leads to the stability of a society. The supply of the rural public products plays a very important role in the agriculture development, the increasing of farmers' income and the basic guarantee of the stability of the rural areas. At present the performance of rural public products supply in China is inefficient and full of sharp contradictions. On the one hand, the internal equilibrium of supply and demand structure can not be achieved because of the inadequate supply of rural basic production and living public products, the lag of high-end public products, the surplus of exceeding demand public products and the flowage of anti-demand pubic products. On the other hand, the external equilibrium of the fairness among different zones can not be achieved either, which results from the continuous enlarging supply level between urban and rural areas, and the uneven supply level of different rural zones. Therefore, how to reform and improve the public product supply Mechanism and resolve a good many contradictions and problems in supply process has important practical, theoretical and policy significance.Surrounding the supply mechanism of public products in rural areas of China, the paper emphasizes to discuss and research the following aspects: (1) introducing the effects and shortcomings of the current research on rural public products ;(2) decomposing the supply mechanism into five system factors based on the theories of rural public products supply; (3) reviewing the supply performance of China as a whole, and pointing out two phenomenon of area paradox and the supply and demand paradox; (4) summarizing the mechanism on its changing process, involution rules and foreign advanced experiences from lengthways, horizontal two degree of latitudes; (5) probing into the mechanism shortcomings which result in inefficient performance, from the perspective of the five systems factors of the mechanism; (6) putting forward reforming paths and measures to the mechanism shortcomings from the system factors and external environment.
