Research On Choosing The Human Resource Management Outsourcing Vendors

Nowadays, the function of human resource management has been changed from the assistant management to the strategic management. By delivering a part of affairs to the institution of human resource outsourcing,the corporation can not only reduce the cost, but also make the staff of the HRM Department to disengage from the simple and repeated affairs to the important strategic works. Nowadays, since it's an uptrend to outsource, corporations outsource its human resource management after another. How to choose the best vendor is the choke point of the human resource outsourcing process. And choosing the right vendor is the key of the outsourcing process. To conclusion, how to choose and which will be chosen is a puzzle to the administrators. The way to choose the vender also can influence the success of the outsourcing activities.This paper spreads out following the above background. First and foremost, basing on the analyzing of decision influence factors of the outsourcing content, it establishes a decision model of human resource management outsourcing and gives this model a proper reference to the vendor selecting. Besides, it establishes the vendor's selecting workflow, analysis the influence factors of the vendor's selecting qualitatively, and then establish the evaluation criteria system of the vendor. Furthermore, the paper recommends the vendor's selecting process using the bid-tender method, put forward the bid assessment model utilizing BP neural network and validate the model with an use case. To complete that, we process the data with the educated BP neural network. After evaluating several vendors impersonally, we implement the process of this method by demonstrating the use case. Last but not least, this paper gives suggestions about the human resource management vendor's selecting.
