The 21st century, human society entered the knowledge-based economy era ,taking the possession, the development,the use of human resource as the key factor.The emerging knowledge-based economy that can be said is a silent revolution, would have a significant impact on human activities in the economic and social fields, the existing mode of production, ways of thinking. A knowledge-based economy as a new economic pattern through the production and application of knowledge to realize the value-added,and different to the industrial economy relying on physical capital to promote economic growth ways.As the information,technology,knowledge carriers, human resource naturally become the most important resource in promoting economic growth.Therefore, how to identify and measure the value of human resource is a need to be resolved and the research is of great significance in the current social environment.Measuring the value of human resource is require of the state's macro-economic management.National organizations can acquire the human resource development and maintenance of the status quo, encourage enterprises to focus on human resources management, determine the direction of investment in human resource,guide the rational flow of human resource and avoid wastage of manpower resource; Measuring the value of human resource is the internal operational requirement. The confirmation and measurement of the cost value of human resource can provide the information of the investment in human resource management and under different management practices and the economic value of information.Thus, the allocation of human resources management for enterprise use and investment decisions, providing relevant information; Measuring the value of human resource is the require of workers to aware of their value.The workers as the owner of human resource through its "value" play to create a profit, so he enjoys the remainder of the proceeds from the enterprises,bring the material rewards.Every worker has an urgent demand to know its value and whether or not the same reward.This paper is focus on the theory and methods of human resource evaluation. Paper first describes the concept of human resource and human capital and their respective characteristics and the distinction between the two and liaison. And then introduces the existing evaluation methods and the advantages; On this basis, this paper presents a method of improving the human resource evaluation methods to improve existing ideas : Gray Comprehensive Evaluation System Improvement ideas and attempt to predict BP neural network simulation;According to the method of evaluation improvement ideas, and then do an empirical analysis in this paper.Gray comprehensive evaluation and BP neural network model for the China Commodities City Group Co., Ltd., Zhejiang's 80 employees to do the grading forecast value of human resource; Finally done concludes that the advantages and disadvantages of each method and the direction of further development.Of course, the issue of human resource evaluation is far away from the end. To evaluate human resource value from the perspective of statistics still inadequate in the background of theoretical knowledge and practical experience, we can only hope to attract more attention of scholars and throw a sprat to catch a whole.
