The performance appraisal system is a very important function in Human Resource management. It is the main evidence to work transferring, salary adjustment, training arrangement and so on. Being a feedback system, the performance appraisal provides organization a chance to communicate with the employee.Now, in many Project Units, such as bonus and choose paragons etc., it cannot make the function of promotion but negative. How to assess employees'performance? How to improve it? This is the problem, which the project units should face to. There are many international project units that solve such issues by establishing and consummating appraisal systems. While how to design scientific and effective appraisal system is the key point to national organization, especially to Project Units, because it could help organization to develop themselves continuously. This article introduces the general model of performance appraisal system on the basis of relative appraisal theories and ways. Through the research, system design and appraisal implement, the author designed a reasonable performance appraisal system in accordance with actual conditions of Qinhuangdao city labor market.The meaning of this article is building a reasonable performance appraisal system successfully for Qinhuangdao city labor market by systemic theories, technology and ways of performance appraisal as well as the practical human resource management of Project Units. It will provide reference for building performance appraisal system of national Project Units.
