The Decision Analysis And Scheme Design Of Cortrol Project In Storage And Transportation System Of Refinery

The petrochemical projects have character of technically complex, large-scale investment and the high risk of implementation. And specific to the refinery storage and transformation projects, it has their unique characteristics of the interface difficulties. In view of the characteristics of this project in this area, application and reference project management experience and technology both at home and abroad to proceed the scientific study and explore is very important and necessary. In this paper, selecting reconstruct project of Cangzhou Refinery as a research target, we mainly study and analysis decision making management and implementation control.In this paper, a decision theory of project management was as a basement and associate with the China's petrochemical industry currently more dominant decision approach to analysis the reconstruct strategic of Cangzhou Refinery, the result show that the project belong to decision making under certainty, and the key is analysis present situation of storage and transformation of Cangzhou Refinery and optimization decision scheme. So, In this paper, the combination of Cangzhou Refinery storage management practice, using standards and criteria to analysis of the current situation of Cangzhou Refinery and find the place of required reconstruct, and in accordance with its investment environment and the degree of urgency of the project implementation, we derive to the decision scheme of project implementation in batches and optimize the scheme of the key sub-project.According to the decision scheme obtained, associating control methods of project implementation of home and abroad, we made a control scheme, and in the four areas (the investment, quality, HSE management and progress) the scheme were developed separately. Through the implementation of some of the actual certification, the project's control measures are effective, remarkable.Based on the final results of the project decision-making and the effect analysis of scheme, we draw a conclusion: the key of the reconstruct project of storage and transportation in refinery is current situation analysis and Optimizing project. And the effective method of process control is that associate project supervision system with the owner approval and acceptance system.
