Research On Housing-policy For Low Income Group In China

The habitation level of town low income group is normally under the average. The low income group cannot depend on themselves to buy houses from market, which have much lower ability in housing consumption than others. Therefore, the intervention of the government becomes an important factor to solve the housing problem of such stratum. Currently, research on housing policy for low income group attracts much attention and becomes a very important topic in policy research realm. It has a great significance in social harmony and economy development to establish an actually viable housing policy or solve the housing problem of town low income group.The housing problem of the town low income group is a world problem, which always accompany with countries processing of industrialization or urbanization. Be the composing of social guarantee system in western countries, supply, assign, subsidize and manage of low income group's houses is greatly paid attention to by the government and the society. To research the experience and precept of these countries may offer a good reference to establish housing policy in China.Start from the particularity of housing market, this thesis research housing policy for low income group in terms of government intervention. The research may basic on two aspects: historical study and international comparing study. On the one hand, study the evolution of housing policy in China, take ShangHai as a case, the thesis focus on analyzing the impersonal problem of housing policy; on the other hand, compare the similarities and differences of providing model and manner among other countries, the paper offers significant information to establish housing policy in China.According to above-mentioned research, finally, this thesis puts forward basic ways to develop housing policy in China: firstly, afresh the function of government, increase devotion to housing guarantee for low income group; secondly, continue to develop economy and provide material to solve housing problem of low income group; thirdly, strengthen the government ability to control market and build up a regular housing market; fourthly, perfect housing supply and the housing allowance system to form a dynamic guarantee system.
