Facing the tide of China’s market economy,The sustainable development of the research & development enterprise is bound to rely on the improvement of management level and retention of key technical personnel. To improve the performance management is the necessary way to boost enterprise’s performance and keep it energetic. After in-depth study of performance management of YJ corporation, and considering features of R&D enterprises, the paper focus on project management, especially performance evaluation model based on the project manager responsibility system, and further redesigns a set of scientific and reasonable performance evaluation index system, finally to achieve a breakthrough in management.This article consists of four parts, and six chapters. Introduction is the first part of this article, focusing on the background, purpose, significance, content of the research, as well as research methods and guidelines. The second part is literature review, elaborating the theory and concepts involved in this article, such as performance management, target management method, as well as relevant research results at home and abroad. The third part is the core of this study, including chapter III to chapter V. First of all, carried in-depth investigation on YJ corporation’s present performance management, then to analyze and summarize the main problems; Secondly, put forward performance evaluation model based on the project manager responsibility system, to explore the assessment principles, evaluation index, weight distribution, calculation methods, evaluation criteria, etc. Finally, with the implementation of new index system, its effectiveness will be verified. The fourth part is the last chapter, including a summary and prospects of the study.The performance evaluation system of project manager responsibility system has obvious advantages such as clear goal, strong operability, effective incentives; it is also too dependent on quantitative performance evaluation indicators. With the changes in business development and market environment, the determination and weights of performance indicators still need to constantly improve and optimize.
