In China, the reserve resources of cultivated land are seriously insufficient. Alongwith industrialization and urbanization speeding up, lands hugely demanded andrandomly occupied, condition which the cultivated lands are sharply declining is sternday by day. Therefore, China proposed the strictest cultivated land protection systemin the world, which is policy about dynamical equilibrium of the total cultivated land.Along with the policy implementation and deepen understanding, we realize thispolicy not only including the cultivated land quantity balance and quality balance, butalso including contents balance, spatial balance, time balance, and ecologicalequilibrium.On the basis of analyzing the policy implementation background—dynamicalequilibrium of the total cultivated land, defining the denotative and connotative of thispolicy, as well as summarizing the policy effectiveness since 1996 and the situation atpresent, this paper points out some main questions which existed in this policyprocess at present, such as lacking the science to appraisal the basis and the standardof dynamical equilibrium of the total cultivated land, not considering between theregion the difference, as well as being insufficient to the land ecological environmentprotection dynamics. In order to realize the dynamical equilibrium of the totalcultivated land, this paper proposes three systems, which namely construct thecultivated land reserve system, initially establish the cultivated land early warningmechanism as well as the new cultivated land occupations method which makes upthe balance quantity.
