The status and plight in rural education and its solutions were discussed in the thesis.Studies on rural vocational education development have important significances both in theory and practice. The solutions to problems of rural vocational education are a key to the "three problems in country". It is necessary to solve problems of rural vocational education for Chinese new country construction.Rural vocational education development has an important effect on exploitation of human resources. There is a large population in countryside. Conversion of the lager rural population into powerful human resources can promote rural economic development.The problems of rural vocational education development in Hunan were investigated through literature studies and local surveys. And solutions and strategies to those problems were also discussed in the thesis. Hunan, a great agricultural province in China, is the big population-output province in China. Hunan has the special" provincial situation ", therefore, if Hunan want to realize the true rise and implement and complete the new rural construction project, it must put rural vocational education on a more prominent and more important position strategically, and hold chances, remove the barrier of vocational education development; change present situation which the rural vocational education is separated from therequirement of new rural construction, turn the huge population pressure to huge human resources. The problems of rural vocational education in Hunan are as follow: Firstly, investment to rural vocational education is insufficient for its. normal development in Hunan. Secondly, vocational education is not conceptually respected by ntral people and society. Thirdly, there is a division between vocational school education and vocational training education. And the amount of rural vocational teachers is insuffeient and teacher training is needed.
