Currently, our country is in the developing period to speed up industrialization and urbanization and promote the rapid the type-change from farming society to industrial society. In the progress, the phenomena has widely occurred that in foodstuff main producing areas, economy is increasing slow, and even poverty is increasing, which has made people to pay attention. "Three farming" problem is important. Though the country has implemented a series of policies to support and benefit farmers, whereas the situations has not been improved from the root in which the economic and social development lags in foodstuff main producing areas.The foodstuff main producing areas are the strategic areas to guarantee the foodstuff safety of our country, as well as the key areas to realize the successful type-change from farming society to industrial society, and further more are the key areas relating to the coordinative development between the industry and agriculture, economy and society, all areas of our country, so, studying the problems occurred during the progress of industrialization and urbanization in foodstuff main producing areas is of great theoretic and present significance to understand the "three farming" contradiction of our country and resolve the contradiction.The development problem in the foodstuff main producing areas, in the final analysis, is the problem of regional development, actually, it is the result of the rapid change in regional economic structure and social structure caused by the social transformation of the rapid type-change from farming society to industrial society, it is the result of the readjustment of regional industrial work division and benefit distribution pattern, definitely speaking, it is the economic sinking problem caused by the type-change in traditional farming areas in the progress of industrialization and urbanization, so, it has become the problem very necessary to pay attention to and to think much of.The article jumped out of the traditional study frame of discussing "three farming" from "three farming" itself, started from the present background of rapidly speeding up advancing industrialization and urbanization to study the development problem of foodstuff main producing areas, and discuss that a large population country not only has the method to solve the problem of foodstuff safety but also has the way to effectively solve the economic sinking problem in social type-change period in foodstuff main producing areas. This is an important problem put forward by present facts, it is also the problem necessary to be further discussed and studied in theory. The article, on the basis of accurately delimiting studied objects and summing up studied fruits of predecessors, combining the theory with practice, to discuss the restriction for foodstuff main producing areas to walk out of the pretty pass and countermeasure selection, put forward the effective way to speed up the economic development in foodstuff main producing areas.The thesis, on the basis of large numbers of investigation data, by the study of combining quantitative analysis with qualitative analysis, analysis of individual case with integrative analysis, diachronic analysis with synchronic analysis, from the angle of combining demonstration study with theoretic analysis, in the six aspects of history, human culture, natural resources, impersonal environment and policy, etc, creatively carried out comprehensive and systematic study to the development path selection and performance of foodstuff main producing areas, to correctly understand the development problem of the foodstuff main producing areas.The whole article composes of five chapters altogether. The first chapter is foreword, mainly putting forward problems , and summarizing the developing economics theory in the areas referenced in the article. The article did not copy or completely apply mechanically the theory system of some economist as theoretic support, but learnt from them and looked on problems with developing vision, thought of problems with developing theoretic thinking, studied problems with structuralism point of view and methodology. The second chapter mainly summarized the status of the economic development in foodstuff main producing areas. On the basis of delimiting the range of foodstuff main producing areas, put forward the problems existed in foodstuff main producing areas, and the difficult position in further development. By describing the economic development status of foodstuff main producing areas, put forward the practical problems to be studied and resolved. The third chapter analyzed the relation between the regional structural transformation and regional economic development, discussed the cause of lagging economic development and put forward the point of view of the article: The difference between farming areas and developed areas actually is the difference of structural transformation. Industrialization progress is slow, upgrading industrial structure and structure of employment is low, which made it to be at a disadvantage in socialization labor division, and with the increasingly vehement regional competition, it is "peripherized" gradually. The fourth chapter further analyzed the factors to affect regional structural transformation, i.e. Why the regional structural transformation carried out fast in some regions and in some regions the regional structural transformation carried out slow? Striving to jump out of discussing "three farming" from "three farming", analyzed from the main factors to affect production factor combination and resource collocation, to find out the deep influencing factors of regional development difference. The fifth chapter mainly studied the development background of foodstuff main producing areas and how to promote structural transformation and realize healthy persistent developing thinking under present restriction and suggestions. Mainly putting forward that in new economic increasing period, the new structural transforming strategy of combining the policy to support farming and benefit farming with market regulation means should be used to resolve the problems of lagging structural transformation and low economic social development in foodstuff main producing areas.
