Countermeasure Study On The Efficient Utilization Of Resources And Environmental Protection In Baotou City

With the continuous development of economy and society, irrational utilization ofresources, environmental pollution and ecological destruction has become the focus andissues in the entire world. At the same time, humans have gradually realized that thetraditional model of economic growth can not be utilized in today’s society. Thecharacteristic of traditional economic growth is inefficient use of resources andenvironmental pollution. Since the June,1992, the convening of United NationsConference on environment and development, countries around the world are beginning toenvironmental protection as a basic national policy of sustainable development. With thegrim situation of shortage of resources, Effective utilization of resources andenvironmental protection have been incorporated into the plans of national economic andsocial development.This paper based on the theory of energy saving and emission reduction, combinedwith the actual situation of resources and environment in Baotou city and proposed somemeasures of Effective utilization of resources and environmental protection thoughpreliminary analysis of the situation of the growth of between resources, environment andeconomy. This paper mainly includes three aspects: the first part is the dematerializationmodel and the environmental Kuznets curve, based on the development status of resources,environment and economy, which empirical study on the relationship between Baotouenergy consumption, industrial pollutant emissions and economic development. Thesecond part is the principal component analysis method and the sustainable coordinateddevelopment model. Use the SPSS software, to assess the indicators in each subsystem.The third is the value of the level of development of each subsystem is determined, so as tobuild the sustainable coordinated development model of resources, environment andeconomy.Finally, we can get the following conclusions from the empirical analysis of Baotoucity. From2000to2009, the sustainable development ability of resources, environmentand economy is unstable in Baotou city. The total water resources and the total energyconsumption which has greater impact on the resource subsystem; comprehensiveutilization of industrial solid waste and the industrial water gas emissions which hasgreater impact on the environment subsystem; GDP per capita, total retail sales of socialconsumer goods and social investment in fixed assets which has bigger influence on theeconomic subsystem. Analyze the level of development of three subsystems, thecomprehensive development level of environment and economy was rising gradually butthe comprehensive development level of resource was decreasing from2000to2009.Based on the empirical analysis, we propose to the efficient measures of resourcesutilization and ecological protection, speed up the structural adjustment of internalindustrial and enhance the capacity for sustainable development.
