With the deepening of China’s economic system reform and the rapid developmentof social economy, the enterprise itself changing so much. As the enterprise change,human resources development and management also from scratch, after20years ofdevelopment has made obvious progress. However, due to China’s social and economicdevelopment is not balanced, the constraints of system, the concept differences, thehuman resources present situation in our country also ignored, most enterprises in thepersonnel management to human resources management transition stage or still stay inthe traditional personnel management, not to people as the first productivity of theintegration of resources, development and make it play a proper role; Human resourcesdevelopment and enterprise development strategy, hindered the development ofenterprises. So aiming at the problems analysis of the situation and reasons, find out thesolution, make the enterprise human resources development and utilization, so as toimprove enterprise competition ability, is of vital significance to cope with the changeof market environment.Since China’s accession to the WTO gradually integrated into the globalization, inorder to overcome the uncertainty of environment, and keep the enterprise competitiveadvantage, enterprises need to change. And people is the core and the key resources, thedevelopment and utilization of human resources are the key factors influencing theenterprise survival and development. This article adopts the research method of theorycombining with practice, in order to baotou rare earth company as an example, throughanalyzing the development background of enterprise human resources, human resourcesdevelopment and utilization of baotou rare earth company and problem analysis, and putforward the effective development and rational utilization of human resources strategyrecommendations.
