The arrival of global economic integration, the fiercer international competition, especially the rapid change and renovation of technology, demands high requirement of technology and R&D personnel. Whether high and new technology can get advanced position, depends on R&D personnel. Therefore, how to attract talents, retain staff, promote their creativity and enthusiasm has become a fatal factor for enterprises'survival. Establishing scientific and effective motivation mechanism to stimulate R&D personnel's creativity and enthusiasm has become an urgent problem for high & new technology enterprises.The paper makes a comprehensive study on the relevant theories about the motivation for R&D personnel and the achievements in China and abroad firstly. And then defines R&D personnel of high & new technology enterprises and motivation mechanism, especially concludes and systematic analyzes R&D personnel's job, the characteristics of mentality and demand, as well as the category of motivation for R&D personnel. On the basis of theory analysis, questionnaire is designed based on the results of interview, and the investigation is carried out after that. The information from 118 effective shares is statistically analyzed, and gets six main motivation factors for R&D personnel and the shortcomings of motivation mechanism. According to these study achievements, the"All-round compensation strategy"is put forward. And systematical design on motivation mechanism for R&D personnel is made based upon"All-round Compensation"; meanwhile performance assessment method is provided which gives a basis for implementation of"All-round compensation strategy". At last, the countermeasures for implement of motivation mechanism for R&D personnel are brought forward according to the empirical study on company A.
