Study On The Problems And Contermeasures Of Land-use In The Suburbs Of Harbin

The combination of urban and rural areas is situated in the city's suburbs, it is a frontier district,and also a regional pilot of integration. However ,the combination has a lot of land-use problemsand also the most acute regional conflicts. Currently, there are many outstanding problems outskirtsof a city-wide. For example, decreasing farmland, land deterioration of the environment, lack ofeffective management and land use planning and so on. It is an important guarantee for urban andrural development to solve the problems.This paper based on the outskirts of Harbin land use in Heilongjiang Province, and used theorycombined with practice, study and standardize empirical research, combination of quantitativeanalysis and qualitative analysis method. Firstly, the study carries on the investigation and study tothe Harbin suburbs basic situation, the development course ,the social economy developmentcondition and the land utilization condition .Secondly, based on the data which had been settled,through the choice of evaluation indicators, Establishment of evaluation system, The study appliesthe level analytic method to evaluate Harbin suburbs land utilization present situation and gets theconclusion that the Harbin suburban area land utilization is insufficiently reasonable. Thirdly, thestudy has analyzed several problems of the Harbin suburbs land utilization: low efficiency of landuse ,ecology and environmental pollution is serious ,Land Use Structure chaos ,unreasonable landuse pattern, excessive scale of construction land, and farmland is decreasing rapidly ,the lack ofeffective suburbs planning. Finally, aiming at the problems of the Harbin suburb land utilization, thestudy does a quantitative optimization of land utilization structure and the layout ,and purposessome suggestion as followed: Strengthen the suburbs ecological environment transformation,Properly process the relations of suburb development and plantation protection, Land utilizationethics and the legislation restrain the land utilization behavior together, Establish the city andcountryside integration plan.
