Study On The Countermeasure Of Sustainable Development For Leaf Tobacco Production In Sanming, Fujian

This paper systematically analysis the restricting factors of sustainabledevelopment of tobacco production in Sanming City. Applying thesustainable development theory, ecosystem structure and function ofprinciple coordination, and combining the practice of local tobaccoproduction, the paper worked out strategy of sustainable development andideas to achieve the goals of sustainable development in Sanming City,and then extracted the existing advantages of tobacco production andmade ten measures to ensure the achievement of strategy. The mainfindings are as follows,The restricting factors of sustainable development of tobaccoproduction are mainly in six respects. One is the direct impact ofmandatory plans; Secondly, the low level of the city's total tobaccoproduction and the scale cultivation is small. Thirdly, the cost of tobaccogrowing is very high, and. uses too many labors. Fourthly, tobaccoproduction is affected by the impact of other agricultural productions.The comparative benefits are relatively low. The fifth aspect is theoutflow of the rural labor forces. The existing labor is reducing, so thegroup of tobacco growers can hardly become, stable. The last is theadjustment of rural land, which objectively restricts on the scale tobaccoproduction.Ideas of strategic objectives of sustainable development of tobacco production in Sanming City are as follows. Strategic objectives consiststhe quality of tobacco, cultivation goals and tobacco production target, inwhich the quality of tobacco modulated that the main leaf color is colorwith lemon and orange, leaf size and stares are moderate, chemicalcompositions in leaves are appropriate and coordinated, and the tissuesare loose, contents are oily, full of aroma of incense, and taste good. Thetarget planting area and output is that the tobacco area of the city shouldbe stable at about 50 million Mu, the total output should be around1200000 kg, and the yield per unit of tobacco is about 140kg. The idea toachieve a strategic goal is on the basis of solving the contradictorybetween production and the environment, to optimize location ofproduction and improve production conditions, supported by the progressof science and technology, and innovation of mode of production andoperational mechanisms.There are many advantages for sustainable development of tobaccoproduction in Samning City. Superior natural resources, abundant landresources, rich tobacco production infrastructure and perfect technical,human resources and good quality of tobacco characteristics are helpfulto achieve sustainable development of tobacco production in existingconditions. So we should pay much attention to it and fully use them.The countermeasures of realizing sustainable development of tobaccoproduction are, firstly, we should solve the contradictions of production and environment, and lay a solid foundation for sustainable developmentin the production of tobacco. Secondly, to scientifically plan and layout,form the production pattern of big counties, and big villages. The third isto strengthen tobacco production infrastructure construction, and improvetobacco production conditions. The fourth is to establish mechanism toprotect tobacco production, and make policy to support it. Next, we mustrely on science and technology to increase technology. The sixth is tostrengthen teclmical training, exchanges and cooperation, and improvingthe quality of the three teams. At the same time, to promote and improvetobacco production in large scale is also important. Innovation of tobaccoproduction mechanism for adjusting market is also needed. At last wemust have the spirit of opening up and innovation, implementingadvanced management mode of tobacco production.
