Study On Poverty Alleviation Through Agricultural Industrialization In Enshi State

The experience from poverty alleviation demonstrates that depending on the government's power or market mechanism excessively is unable to solve the problem of poverty.only if we combine the advantage of the market with that of the government and connect top-down compulsory institutional vicissitude with bottom-to-top enticing institutional vicissitude, the problem of poverty in the country can be resolved fundamentally. As a new method of poverty alleviation through agricultural industrialization has manifested the unification of compulsory institutional vicissitude with enticing institutional vicissitude. Through the government supporting leading enterprises of agricultural industrialization, it boosts agricultural industrialized enterprises to establish stable and lasting cooperation with farmers. Moreover, it gradually promotes the agricultural benefits from overflow to the processing, the circulation and other agricultural domains to be returned to the agriculture, the countryside and farmers. Thus finally, the problem of poverty in the countryside can be solved. This way of poverty alleviation has been practiced in some areas. Although it has obtained certain accomplishments, some problems still exist. Therefore, it is essential to scientifically explain the phenomenon of poverty alleviation through agricultural industrialization from the theory in order to illustrate its root of origin and development, and to summarize its experiences of success from the practice so as to analyze the prominent problems and to propose some suggestions to solve it.This paper utilizes related theories of industrial economics, institution economics and poverty economics, unifies the standardized analysis and case analysis and combines general analysis with case study. Through these methods, it theoretically and positively studies the problems of poverty alleviation project in Enshi State. The paper altogether is divided into six chapters. The first chapter is introduction, which expounds the background and purposes of poverty alleviation through agricultural industrialization, correlated trends of internal and external researches as well as research techniques, main contents, possible innovations and insufficiencies of this paper. The second chapter is theoretical basis. It gives definitions related to poverty alleviation through agricultural industrialization and elaborates some basic theories, including vicious circle theory of poverty, theory of transaction expense, theory of request-proxy and theory of community benefits and so on, which lay the theoretic foundation for the following research. The third chapter is analysis of motives of poverty alleviation through agricultural industrialization in Enshi Preecture. Based on model of motive of poverty alleviation through agricultural industrialization and in accordance with its real conditions, it analyzes the promoting role played by motive factors of poverty alleviation through agricultural industrialization of this state in the process of origin and development of poverty alleviation through industrialization. The fourth chapter is organization pattern and benefit related mechanism of poverty alleviation through agricultural industrialization of Enshi State. According to experiences of this state, namely poverty alleviation through agricultural industrialization charged by project owners, it discusses the organization pattern and the system of allocating benefits that is leading enterprises and intermediary organizations led by the government guide farmers from two different perspectives through analysis of typical cases. The fifth chapter is accomplishments and main problems of poverty alleviation through agricultural industrialization of Enshi region. It acknowledges accomplishments of poverty alleviation through agricultural industrialization of this region. Based on this, it analyzes prominent problems and their causes, which lay the foundation for corresponding measures. The sixth chapter is suggestions to perfect poverty alleviation through agricultural industrialization of Enshi region. In view of the problems, it proposes some suggestions to further complete poverty alleviation through agricultural industrialization.
