Study On Problem And Countermeasure Of Accurate Poverty Alleviation Of Agricultural Industrialization In The West Of Guangdong Province

Practice has proved that rely on government power or market mechanism can not solve the problem of rural poverty.Only to integrate their advantages in the market and government,the top-down mandatory institutional change with bottom-up induced institutional change,to fundamentally solve the problem of rural poverty.Agricultural industrialization as a new way of poverty alleviation for poverty alleviation,embodies the unity of mandatory institutional change and induced institutional change,in line with the precision of poverty alleviation in the new period the overall train of thought with the target,through the government support of agricultural industrialization leading enterprises,to promote agricultural industrialization enterprises and farmers stable and lasting cooperation,and gradually to promote spillover to the processing,distribution and other areas of agricultural benefit return to agriculture,rural areas and farmers,so as to ultimately achieve the purpose to solve the problem of rural poverty.This way of poverty alleviation in some areas in China have trial practice,has obtained certain result,but there are also some problems.Therefore,theoretically explain on precision agriculture industrialization poverty alleviation,analyzes the motivation,summarizes the successful experience from the practice,analysis the existing prominent problems,and puts forward the train of thought to solve the problem and countermeasures is very necessary.Based on Yangjiang city as an example,this paper studies the precision agriculture industrialization poverty alleviation work,hoping to glimpse,know as a less developed areas of Guangdong province in west of Guangdong province present situation and the problem of poverty alleviation.In precise poverty alleviation,agricultural industrialization and the agricultural industry for poverty alleviation and other related concepts to make detailed combing,this article induces the farmers demand,enterprises,government push,induced resources endowment,market and technology support for Yangjiang agriculture industrialization of six major motivations for poverty alleviation and their respective propulsive role;On the basis of a summary Yangjiang agriculture industrialization accurate overall train of thought for poverty alleviation,poverty alleviation,and a series of mechanism safeguard,Yangjiang to agricultural industrialization accurate anti-poverty practice experience.Then,the author through to the parts of peasant household questionnaires and interviews,found that the current practice still exist many problems,such as object is relatively chaos,financial coverage for poverty alleviation sectors is relatively narrow,poor coordination,and participate in decision making is a major problem of the poverty population,and the reasons behind the problem is a series of imperfect mechanism.Therefore,in view of existing problems,and put forward the proposed further countermeasures to make agricultural industrialization poverty alleviation work.
