Research On The Choice Of Policy Mode Oriented By Enterprises Energy Efficiency

To improve the living environment of mankind and achieving harmonious unification between human and nature, countries all over the world take the sustainable development as a demarche and regard the reduction of energy consumption, the improvement of energy efficiency and conservation strategies of developing and using new energy as an important action to solve the energy problems. As the economic subject, an enterprise is not only the main consumer of the energy and the resources, but also the main emissions source of the environmental pollution. Therefore, enterprises energy-efficiency for saving energy and reducing pollution will become the fundamental ways to realize the sustainable development of the society, economy and ecology. The work of energy-efficiency in China develops slowly and the market of energy-efficiency is not fully developed and perfected. So the government is needed to help them get onto the right track by the way of policy guidance and macro-control. Under this background, this paper starts a research on the energy-efficiency model for enterprise. Its purpose is to provide theoretical basis and specific recommendations for the government to formulate the effective conservation polices, then to promote the implementation of energy-efficiency strategy and the realization of the goals of energy-efficiency.The object of this paper is police model oriented by enterprise conservation polices. This paper will discuss the way how to encourage and stimulate enterprises to implement energy-efficiency management using economic incentives and orders-controlled policies. In this research, this paper collects many literature documents through various ways and adopts the combinative methods of the theory and practice, qualitative analysis and quantitative analysis.The researching content includes:(1) Through the economic theoretical model this paper compares the economy-promotion police and order-control police on the superiority of the four aspects: the static cost, the dynamic economy profit, the effect about division of income, and the uncertainty, and provides directional support to the selection of energy-efficiency policy model.(2) By complete information dynamic game between the government and enterprises, this paper has demonstrated the need to establish economic incentive energy-efficiency policy and the reasonability to choose the right time, and then propose an idea that the economic incentive-based policies should also timely to withdraw from the market.(3) This paper has designed the energy-efficiency policy model which adapts to the integrative requirement of 'energy-economy-environment' in China and includes the total target of energy-efficiency policies, the disassembled target, the details of the policy and the concrete policy implementation.
