Limits And Efficiency: Government Behaviors In The Development Of Agricultural Cooperative

The development of agricultural cooperative is an objective request of solving the Three Agri-problems and the construction of socialism new countryside, and it is the responsibility of governments. Since long ago, Chinese local governments' roles are not permit, their behaviors are not science and the support limit is unreasonable, all of these affect the efficiency of governments'support and restrict the development of agricultural cooperative. Therefore, government should limit its behaviors reasonably and diligently enhance its efficiency, so as to guide the development of agricultural cooperative to be Sustainable, fast, and health.The paper falls into four parts. First, to analyze the key categories of government support to agricultural cooperative, and point out the relationships between limits and efficiency of government behavior; Second, to analyze the limits and efficiency of Chinese government support, then to reflect it reasonably; Third, using the experience of overseas governments support to cooperatives, to put forward the suggestions that how to define the limits of Chinese government's behaviors and how to enhance it efficiency in the development of agricultural cooperative; Fourth, An empirical analysis on the Changde government behavior in the development of agricultural cooperative in Hunan province.Supports the experience in the model overseas government in the foundation, pointed out how the science does define the limit and the promotion support efficiency which our country government supports.The relationships between the limits and efficiency of government behavior in the government of agricultural cooperatives are that: limit is the premise of efficiency; limit can affect the efficiency; efficiency can counteract on limit. Corroding to the differences of limits of government behavior and role, Chinese local governments'support to agricultural cooperative can be divided into three types, i.e., indulgence, control, guidance. It is benefit to define government supports reasonably to analyze the advantages and disadvantages of these types. The experiences of developed countries'supports to cooperatives indicate that government must understand the agricultural cooperative correctly, to choose development way of agricultural cooperative which is suitable to the national condition and to develop in different paths, meanwhile, government should respect the farmers'wish and persist on the cooperative principles. Rests on the overseas advanced experience and our country government supports the limit and the efficiency present situation, develops in the rural cooperatives economic organization, our country government role should orient to the system environment inventor and the market order maintenance. To develop agricultural cooperative, government's role should position to the system environment inventor and the market order maintenance. The strategies of define the limits of government behavior reasonably are as following: after setting up an agricultural cooperative, government should adopt the strategy "gradually draws back"; In the policy domain, government should adopt the strategy "advances gradually"; In the rural market consummation, government should continue to provide the system supplies. In order to enhance the efficiency of government behaviors, government should enhance the understanding of agricultural cooperative, standard itself behaviors, to establish a synthesis control section, to take different countermeasures corroding to circumstances, and to enhance efficiency by performance evaluation. The paper takes Changde government as sample, to analyze the government behavior factors which restricted the government of agricultural cooperative and put forward the corresponding policy proposal.
