This article will use the field investigation, questionnaire analysis, comparative analysis, with scale economies theory and cooperative organization theory as a guide, investigated different dairy farming code in ZhengLan Banner,made the comparative analysis in the basis of first-hand data on the cost-effectiveness of different breeding patterns, found the common problems,such as shortage of funds, it is difficult to expand scale, weak cow disease control and prevention ability, cow purchase. As well as the problems existing in the three kinds of modes, such as, free-range breeding way backward, the unreasonable farming district planning, low scale farms professional technology level. Then aiming at these problems put forward the perfect benefit coupling mechanism, intensify fiscal subsidies drive the dairy farmers, dairy enterprises to develop in the direction of scale and so on, which could serve as reference for government decision.
