The hi-tech zone program is one of the most important parts of the 'Lighted Torch Plan' of the Science and technology department of China. In the past ten years, the hi-tech zone developed very fast as a typical model. In the zones the system of the governments is different with the traditional governments. Compared with the traditional government agency, the human resource system is simple, efficient and innovates. As the 'new system zone', the committee has finished some work of investigation and innovation in the government management system and the human resource system. It is valuable in the theories and actions to research the human resource system. The experience is helpful to the other governments.This article takes the method of the substantial evidence research on the analytical research of the human resource system. First, the author descripts and analyzes the theories of human resource. Compare the theories between public and private department. Then he analyzes the development and the variety of the human resource system of Chengdu Hi-tech Zone Committee. Compare its human resource system to the traditional administrative department. Then he analyzes the influences from the traditional system and points out the function from the "system returns" in the human resource system. On this foundation, the article draws a conclusion about characteristics of the human system of the Chengdu Hi-tech Zone Committee. At last, it gives the suggestions of building up the strategy programming system, employs system, salary welfare system, results examination system, training development system.
