Competition is the inevitable outcome of market economy. There are fierce competitions of different levels in almost all fields. The study of the theory of competitiveness started only recently, but it developed very fast. With tourism becoming the biggest industry around the world, the related studies on competitions in tourist industry have gained much attention at home and abroad. But the researches on competitive power of urban tourism just take its first step and need enriching.The cultivating and development of the competitive power of urban tourism need the guidance of theories. The author makes exact definitions of urban tourism and competitive power of urban tourism and makes deep researches on affecting factors, structures, function and evolution phases by consulting many data abroad and domestic and applying the basic theories and methods of economics, urban science, tourism science and sustainable development. An evaluating system of competitive power of urban tourism is set up based on certain principles. AHP method is selected to evaluate competitive power of Chengdu, Chongqing, Kunming and Xi'an. The author compares competitive power of Chengdu tourism with the other three cities from several levels and proposes the measures to improve competitive of Chengdu tourism.This paper consists of six parts. The first part is the instruction, which aims at explaining the background and the significance of the study and providing a brief review of the related research on competitive power of urban tourism in home and abroad. The author puts forward the main problems in the research of competitive power of tourism in China. At the end, the author gives the process of this study.The second part defines some basic concept, including city and city function, tourist city and urban tourism, competitive power of urban tourism and competitive power of city, and then deals with the theoretical basis of the study such as economy theory, tourism theory and competitive power theory. The author studies the urban tourism from a new way to optimize the tourism resource.The third part is to analyze the competitive power of urban tourism systematically. The author analyzes the main affecting factors of competitive power of tourism, the structure and function, the development stages and the mechanism of operating power. Competitive power of resource and competitive power of market are the basic components of competitive power of urban tourism. And then the author sums up the main characters of four competitive stages: urban tourism resource, urban tourism production and sale, urban tourism capital strength and urban tourism innovation.The fourth part is to evaluate the competitive power of urban tourism. Based on the existent theories and methods, the author further probes on the principles, and the polestars and the contents of the systematic evaluation, creates a theory-index system supported by performance of urban tourism, potential competitive power and supporting power of tourism environment. AHP method is selected as a key method to evaluate competitive power of urban tourism.The fifth part is a case study. In this part, the competitive power of Chengdu is evaluated on the basis of the theory of AHP from multi-levels. By the comparison of Chengdu tourism with that of Chongqi, Kunming and Xi'an, some problems are found in the development of Chengdu tourism. To solve the problems, several corresponding measures of upgrading competitive power are put forward. At last, the author sums up Chengdu's successful way of establishing the best tourist city of China in order to provide the experience to improve the sustainability of urban tourism.The sixth part is conclusion. The author reviews the whole study and put forward the problems needed to be solved.
