The adjustment and fluctuation of industrial structure, as an important factor for economy growth, is directly related to whether a nation or region can guarantee the economy keeping on the fleetness development, and realize social grand target in middle-class family completely. With the trend of inside and international industrial restructure, how to hold tightly the opportunity, promote the industrial structure in Liuzhou to higher grade, is a problem placed in this paper to discuss and study. According to above consideration, this thesis takes the first step from the present trend embodied in the adjustment of industrial structure, then analyzes the present stage of Liuzhou's industrial structure and presents problems in the existing industrial structure, at last puts forward the countermeasures on industrial structure adjustment and basic suggestion in the eleventh five-year plan.The development of the industrial structure is a key to the taking-off the economics. So on the basis of Rostow's strategy of industrial development theory, we can drive a city's economy by adjusting, optimizing and upgrading the industrial structure. Based on the theory of industrial structure, this paper studies the strategy of adjustment of Liuzhou's industrial structure. The imperfect of Liuzhou's industrial structure impacts the durative of the economy development. And the other problems, such as imperfect of the owner-ship, too stable of the industrial structure and dualistic economy, also abstract the development of the economy. So this paper puts forward that, by improving urban competitiveness of industries as the main line, expanding opening and improving investment profit as the core, and by upgrading the product mix, restructuring the State-owned enterprises as the breakthrough, by transforming the government functions as guarantee, the government should actualize structural advancement of key industries, foster new scope of economic grow, promote the harmonious development of three industry and the height of industry structure. The government thus can realize the objection of rapid economic growth.
