Research On The Management System Reform Of China's Lottery Industry

The modern lottery industry of China started in 1987. At present, there are two kinds of lottery: the welfare and the sports. For 17 years, lottery industry in China develops very quickly just like the growth of the mushroom after the spring rain. With the growth of the national economy and the enhancement of people's living standard, it has created huge social benefit and the economic efficiency during its development. At the same time, there are also a lot of problems and weaknesses in the long-term developing process, which restrict its long-term and stable development.This article attempts to use the theory of public administration, economics, finance and sociology to analyze the nature of lottery and the characteristic of the lottery ticket economy. We make some efforts to its status and the function in the development of the national economy and the social enterprise. We also discuss the problems exiting in its development and analyze the deep reason. In this foundation, we do some comparative research of the present situation of lottery industry between China and other countries. Then we propose some suggestions to the reformation of the lottery management system basing on the reality of China for its long-term and stable development.This article mainly divided into six parts on the analysis and the discussion to our country's lottery management system. The first part is the introduction. It mainly introduced the significance of the selected topic and the domestic and foreign correlations research. The second part analyzes the history and the present situation of our country's lottery management system. It mainly includes the development process and the evolution and the current system our country's lottery management system. The third part discusses the exiting problems of our country's lottery management system. We analyze them from the lottery law and regulation, the supervising and managing system, the lottery ticket release and the sales system as well as the lottery public welfare fund assignment such kind of aspects. The fourth part inspected the some other country(area)'s lottery management system situation, it mainly analyzes and profits from American, French, English, HongKong Special Administration Zone as well as Singapore's lottery management t system. The fifth part proposed some suggestions and plan for the reformation of the recent lottery management system. It puts forward the corresponding countermeasures to the problems about the lottery law and regulation, the supervision system, the release and sales system and the assignment and use of the public welfare funds. The sixth part is the conclusion.
