Based on the domestic and foreign research about the influence factors and risk strategy of lottery industry development, this article,which drawed on the theory and method of lottery research at home and abroad, analyzes the current situation of lottery market in China in recent 7 years.And on this basis, it regards 2007-2013 regional sales of lottery tickets in China as the development index of lottery industry and takes regional GDP, per capita regional GDP, per capita disposable income, average education years, the third industry?s regional GDP, the regional residents’ consumption, the number of Internet users, mobile users, websites, the number of IPv4 and domain name as the research object. The double logarithmic linear regression model and general linear regression model, which is based on panel data, is established. These models respectively analyze quantitatively factors affecting the overall lottery sales and the Internet lottery sales. This paper focuses on the following problems: 1. identify the promoting and inhibition factors affecting the overall and Internet lottery sales,and their?s development trend respectively. 2. analyze the risk of lottery in China and put forward that how to control the risk of lottery, finally propose strategies and relevant countermeasures based on the perspectives of overall level and Internet level. The study concludes as follows: 1. These factors that regional GDP, per capita disposable income and the third industry?s regional GDP and mobile users, IPv4 and domain names are positive and important ones for the sales of China’s lottery. And their high level of development has a positive role in promoting the lottery industry. 2. Those ones that regional residents’ consumption, average education years and per capita regional GDP are not the factors affecting the lottery industry. 3. These factors that mobile users, IPv4 and domain name have a positive role in promoting sales for online lottery. These ones that the number of Internet users and websites are negative effects on Internet lottery. Finally the existed risk of China’s lottery industry is classified and summarized in this paper. And measures are given on lottery to provide the reference value for setting up the scientific concept of development. Some specific measures and recommendations are given to control the risk of lottery online and offline, which can provide a reference value for establishing the scientific and healthy development of lottery industry.
